Located in Visalia, in the heart of Central California’s San Joaquin Valley, the Tulare County Health & Human Services Agency (HHSA) takes an innovative approach to providing a broad range of services to our community. Programs include services in Public Health Services, Mental Health, and Human Services. With a staff of nearly 2,000, HHSA provides the best client service by integrating staff and resources based on clients’ needs. Formed in 1995, HHSA combines several interrelated functions and services under a centralized administration.
